Age limits for a master's or PhD in China: a scholarship rule, not a general admission rule

There is no age limit set in the admission rules that apply to all international master's or doctoral applicants. Under the Chinese Government Scholarship, a master's applicant must be under 35 and a doctoral applicant under 40 (Application Guide for Chinese Government Scholarship, section IV, items 3 and 4); these are conditions of that scholarship, not general admission rules for self-funded students. Order No. 42, Article 12 gives no age, and the Quality Standards (Trial), section 1, list what entry standards cover and age is not in that list.
The age limits in the Chinese Government Scholarship
Section IV of the Application Guide for Chinese Government Scholarship sets the eligibility ages for that scholarship:
- Master's programme: under 35 (item 3)
- Doctoral programme: under 40 (item 4)
- General scholar programme: under 45 (item 5)
- Senior scholar programme: under 50 (item 6)
These are scholarship conditions. None of sections I to VI of the guide presents these ages as general admission rules for self-funded students. Section IV names no date for counting age.
What the admission standards say about age
Order No. 42, Article 12 states that higher education institutions shall examine the admission qualifications and financial guarantee certificates of foreign citizens who apply, and shall conduct an examination or assessment. The admission of international students is decided by the university; a university must not enroll those who do not meet admission conditions. Article 12 gives no age.
The Quality Standards for the Higher Education of International Students in China (Trial), section 1 (Entry Standards), state that a higher education institution shall, in accordance with relevant state provisions and these standards and based on its training objectives and capacity, reasonably set its own entry standards for international students, including educational background, academic level, language ability, identity qualification and financial capacity. Age is not in that list. Whether a university sets an age condition is left to that university's own admissions brochure.
Where the decision sits
The admission of international students is decided by the university (Order No. 42, Article 12). What a university requires on age, programmes, dates, fees and language proof is published in that university's own admissions brochure. The Quality Standards leave the content of entry standards to each institution.
