How long is a master's or a PhD in China? What national texts fix and what they leave to the university

No national text quoted on this page fixes a number of years for a master's or a doctoral degree in mainland China. What the national texts fix is the frame: the length of study for international student education must conform to the State's basic higher-education system (Quality Standards, section 4), and the university must state the length of study (学制) in the admission information it publishes (Quality Standards, section 2.1). The number of years itself is the university's own published figure.

Why the number sits with the university
Section 4 of the Quality Standards for the Higher Education of International Students in China (Trial) is addressed to higher education institutions. It says that universities shall set and adjust the programmes that recruit international students in accordance with the relevant State provisions, and that the length of study for international student education shall conform to the provisions of the State's basic higher-education system.
The same section sets two further conditions on a programme: it must fall within a discipline (or professional degree category) for which the university holds the corresponding degree-awarding authority, and it must be among the programmes the State has opened to the outside. For fields such as medicine that bear directly on personal health and the safety of life and property, the programme must also meet the State's relevant provisions, dedicated standards or norms for international student education in that field.
So the length is not a free choice: it has to sit inside the national system. But the standards give the university the duty to set and publish, not a figure.
What the university has to publish about it
Section 2.1 requires universities to use the internet and other information technology to give foreign students admission information that is truthful, comprehensive and suited to the characteristics of international students, together with admission consulting. The information must include at least:
- basic facts about the university, such as an overview of its city and its facilities;
- the education programmes, including the level of study, training objectives, length of study, the degree awarded, and the rules on transferring between institutions and between majors;
- admission procedure and requirements, including application deadlines and methods, entry standards, forms of examination and assessment, financial guarantee requirements, the handling of violations, and the admission schedule;
- financial rules, including fee standards, payment methods and the refund policy;
- campus culture and life, including dormitory or apartment conditions and how to apply, food, medical care, insurance, transport, cultural and sports activities, and student organisations;
- consultation contacts and channels for complaints and reporting.
A planning suggestion only: when you read a programme page, read the length of study together with the graduation rules and any maximum period of study the university publishes, because those are different numbers with different consequences.
The rule that governs finishing: Order No. 41
The Provisions on the Administration of Students in Regular Higher Education Institutions (Ministry of Education Order No. 41), in force from 1 September 2017 (Article 68), are written for students in regular degree education in general. Article 66 provides that universities manage international students by reference to these provisions, and Order No. 42, Article 31 provides that universities carry out international student student-status management by reference to the provisions on the student status of Chinese students. So the articles below are the general rule that a university applies by reference; the university's own published rules for international students give the actual periods and procedure.
- Article 25. Students may complete their studies in stages. Unless otherwise provided, they must complete them within the maximum period of study set by the university, which includes periods of suspension and of retained student status. The number of suspensions and their duration are set by the university.
- Article 32. A student who completes the content required by the teaching plan within the period of study set by the university, passes the assessments and meets the university's graduation requirements shall be granted graduation and be issued the graduation certificate before leaving. A student who meets the conditions for degree award shall be issued a degree certificate by the degree-awarding unit. A student who completes the teaching plan early and obtains the credits required for graduation may apply for early graduation; the conditions for early graduation are set by the university.
Two separate things therefore matter: the planned length of study published in the brochure, and the maximum period within which the study must actually be finished. Our page on degrees covers what the degree itself involves.
What the scholarship texts say about duration
The Application Guide for Chinese Government Scholarship is the guide to that scholarship; its conditions are conditions of the scholarship, not general admission rules for self-funded students. It states that the Chinese Government Scholarship programmes sponsor undergraduates, postgraduates, general scholars and senior scholars. On duration it says that the scholarship covers both major study and Chinese language (preparatory) study: the language courses last one year, whereas the duration of the scholarship for major study conforms to that as required. Designated universities offer scholarship recipients programmes in science, engineering, agriculture, medicine, economics, law, management, education, history, literature, philosophy and fine arts, among others, and the guide refers readers to the Campus China website for the designated universities and their majors. The page carries no publication date and no application deadline.
A dated table: the Ministry's 2009 page
The Ministry of Education's English page "Application for the Scholarship of Chinese Government" is an old page, dated 17 September 2009 and partly written for the 2004 intake. It printed a table titled "Categories of Applicants and Duration of Scholarship", in years:

The text under that table says that Chinese-language pre-sessions are arranged before the major studies; that if the major courses for doctoral and master's degree students are conducted in English, no Chinese-language pre-session will be arranged; and that the duration of the scholarship is determined at the time of admission.

Questions people ask
Does any national rule say a master's takes two or three years?
None of the texts quoted on this page fixes a number of years for a master's or a doctorate. The Quality Standards require the length of study to conform to the State's basic higher-education system (section 4) and require the university to publish the length of study in its admission information (section 2.1). The only years quoted on this page come from the Ministry's 2009 page and describe scholarship duration.
Can I graduate earlier than the published length of study?
Order No. 41, Article 32 provides that a student who completes the teaching plan early and obtains the credits required for graduation may apply for early graduation, and that the conditions for early graduation are set by the university.
What if I need longer than the planned length?
Order No. 41, Article 25 allows study to be completed in stages, but requires completion within the maximum period of study set by the university, counting periods of suspension and retained student status; the number of suspensions and their duration are set by the university. A university applies these provisions to international students by reference (Order No. 41, Article 66; Order No. 42, Article 31).
