Verifying a Chinese degree: the CHSI verification services in outline

A Chinese higher-education qualification is verified through the services run by the Center for Student Services and Development (CSSD) of the Ministry of Education, which operates the CHSI website and describes itself as the Ministry-authorised verification institution. CSSD's English pages describe three services: online authentication, online verification reports, and verification reports in Chinese and English for certificates awarded at any time. Order No. 42, Article 21 also requires the higher education institution to register an international student's student status and graduation certificate electronically.
Who runs the verification
The Center for Student Services and Development (CSSD), Ministry of Education, P.R. China, formerly known as China Higher Education Student Information and Career Center (CHESICC), describes itself on its pages as an authoritative institution directly under the Ministry of Education, founded in 1991. Its pages state that its primary business includes higher-education enrollment, student record and qualification management, and graduate employment.
The CHSI pages describe CSSD as the only MOE-authorized institution for the verification of higher education qualification certificates. This is the body's own description on its page. The pages also state that CSSD is the only MOE-designated qualification verification institution (Jiaoxue [2007] No.5), and that CHSI is the only designated website for qualification enquiry (Jiaoxue [2004] No.25).
The three CHSI services
Online authentication
Student record and qualification can be authenticated online using the student's diploma and ID information, through a web page or web service. Students may also check their own information at no cost through real-name registration.
The service page lists four forms:
- Personal review — access to your own qualification or student record at no cost (the page says this is used by 10 million students).
- Individual verification — by name and diploma number.
- Member verification — by registered members.
- Web service — a qualification verification interface based on Web Service.
Online verification report
Based on online verification, a report on student records, qualification certificates and admission information can be provided, for uses such as employment, overseas study, further studies, promotion, professional-title evaluation and credit assessment.
The pages state that students can apply for online verification reports for their student record, qualification and degree. These reports have a default one-year valid period, which can be extended; during the valid period users can use the service freely. The report is available in print, PDF and email versions and is available in English. The report carries a barcode that can be pasted into a résumé.
Verification report in Chinese and English
Verification reports can be issued in both Chinese and English for higher education qualification certificates, student records and academic transcripts, high school qualifications, and Gaokao scores, awarded at any time.
The report contains anti-counterfeiting. Qualification certificates awarded at any time — including certificates before 1991 — and that may not be in the database can be verified. Higher education student records, qualification certificates, degree certificates and academic transcripts, high school qualifications, Gaokao scores and Huikao results can all be verified, and the reports can be issued in both Chinese and English. The CHSI pages state that 34 agencies are using the platform, process and reports.
Your institution's role
Order No. 42, Article 21 (the Measures for the Administration of Schools Recruiting and Educating International Students, Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security) states that higher education institutions issue academic certificates or other credentials to international students under relevant state provisions, and that for international students receiving higher education, the institutions shall promptly complete electronic registration of their student status and graduation certificates. The institutions also issue degree certificates to international students who meet the degree-awarding conditions. The English wording of Article 21 in this article is this site's translation of the Chinese text.
The CHSI Online Authentication, Online Verification Report and Verification Report pages state no fees, no processing times and no application steps, and they do not mention international students specifically.
Questions people ask
Can I check my own record for free?
Yes. The CHSI Online Authentication page states that students may check their own qualification or student record at no cost through real-name registration, and the home page says student record and qualification can be authenticated online by the student's diploma and ID information.
Are the verification reports available in English?
Yes. The Online Verification Report page states the report is available in English, and the Verification Report page states reports can be issued in both Chinese and English for certificates awarded at any time.
Do the CHSI pages list fees or processing times?
